Fixed Penalty Notice (FPN) for School Absence

At Woolmer Hill School, we are committed to ensuring that every student receives the best possible education. A vital part of this commitment is regular school attendance. Following recent updates to the Department for Education (DfE) guidelines, we are writing to inform you of the implementation of Fixed Penalty Notices (FPN) for unauthorised absences.

Department for Education Guidelines on Attendance

The DfE stipulates that every child of compulsory school age must attend school regularly. A student’s attendance is considered *regular* if they maintain at least 96% attendance throughout the academic year. Consistent attendance is essential, as it plays a key role in academic success, social development, and future opportunities.

The DfE has further advised that Fixed Penalty Notices may be issued by the Local Authority for unauthorised absences that meet specific criteria.

What Can Lead to a Fixed Penalty Notice?

A Fixed Penalty Notice (FPN) may be issued in the following circumstances:

1. Unauthorised Absences: Where a child accrues 10 or more unauthorised absences (equivalent to 5 full days) within a 10-week period. This can include term-time holidays, unapproved absences, or persistent lateness after registration has closed.

2. Persistent Absenteeism: Students with attendance below 90% (classed as 'persistent absence') may also be subject to a Fixed Penalty Notice if interventions by the school and support offered to the family have not resulted in improvement.

3. Lateness: Arriving late after the register has closed may also count as an unauthorised absence. Repeated lateness, which affects your child's learning, may lead to a penalty notice.

Fixed Penalty Notice Details

- A Fixed Penalty Notice is issued per parent/carer, per child.

- The fine is £80 if paid within 21 days, increasing to £160 if paid after 21 days but within 28 days.

- If the fine is not paid within 28 days, the Local Authority may proceed to prosecution.

We understand that there may be occasions when your child is unable to attend school, such as due to illness or exceptional circumstances. In such cases, we ask that you notify the school as soon as possible. We are here to support you and your child to ensure they maintain regular attendance.
